  • ¼ tsp white pepper
  • ½ cup garlic chives, cut into 1-cm pieces
  • ½ black vinegar and chilli oil, to serve

  • 450 g (3 cups) plain flour, plus plenty of extra for dusting
  • 250 ml (1 cup) boiling water
  • 1 tsp salt
