  • 10 cups beef stock
  • ¼ cup uncooked long-grain rice
  • 1 bay leaf
  • 2 teaspoons chili powder
  • ½ teaspoon ground cumin
  • ½ teaspoon dried oregano
  • ½ teaspoon salt plus more to taste
  • ¼ cup chopped fresh cilantro
