  • 3 tablespoons all-purpose flour
  • 1 cup heavy cream
  • 1 cup half-and-half, or whole milk, more if needed
  • Salt, to taste
  • Freshly ground black pepper , to taste
  • 2 tablespoons finely chopped fresh parsley, optional
  • Thinly sliced green onions or chives, for garnish
  • Shredded cheddar cheese, or cheddar-jack blend, for garnish, optional
