Orange-Roll Coffee Cake

1 ½ tsp. kosher salt, divided

¼ tsp. ground nutmeg, divided

1 cup unsalted butter, softened and divided, plus more for pan

1 cup granulated sugar

10 oz. cream cheese, softened and divided

4 large eggs

1 tsp. vanilla extract

2 tsp. baking powder

¼ tsp. baking soda

¼ cup powdered sugar
