Ingredients

  • 3 ¼ cups granulated sugar
  • 6 to 7 lemons, juice and zest (about 1 cup juice, zest of 3 lemons reserved, divided)
  • 1 cup all-purpose flour
  • 1 teaspoon baking powder
  • ½ teaspoon Kosher salt
  • ½ cup Confectioner's sugar (for dusting)
