- 1 pound Italian sausage, I used ground and it worked well for this recipe
- 2 cloves garlic, minced
- ½ teaspoon whole fennel seeds, crushed
- ½ teaspoon crushed red pepper flakes
- 1 teaspoon salt
- 1 teaspoon black pepper
- 1 cup heavy cream
- ⅔ cup half-and-half
- 2 tablespoons tomato paste
- 1 pound rigatoni
- ½ cup chopped fresh parsley leaves or 1 teaspoon dried parsley
- 1 cup Parmesan cheese, divided
