  • 1 pound broccoli, cut into 1-inch florets

  • 1 pound flank steak, firmed up in the freezer for 20 to 30 minutes
  • ¼ teaspoon baking powder
  • 4 tablespoons vegetable oil
  • ¼ cup chicken stock
  • 6 scallions, sliced very thin, whites separated from the greens
  • 2 tablespoons grated fresh ginger
  • 3 cloves garlic, grated
  • 1 Fresno chile, halved, seeds removed and julienned
  • Toasted sesame seeds, for garnish
