  • 1 teaspoon baking powder
  • ½ teaspoon baking soda
  • subheading: For the icing and decoration:
  • 250g (2 cups) confectioners’ sugar
  • 1 teaspoon unsweetened cocoa
  • 45g (⅓ cup) Horlicks malted milk powder
  • 125g soft unsalted butter
  • 2 tablespoons boiling water
  • 2 x 37g  packets (2 oz) Maltesers
